Lost & Stolen Reporting: Why SB 1366 Matters

Seven states, the District of Columbia, and nine cities in California currently require firearm owners to report to law enforcement when their firearms are lost or stolen. The State of California does not.

Currently, firearms dealers and manufacturers must report any lost or stolen firearms within 48 hours, and local law enforcement must enter reports of lost or stolen firearms into the state’s Automated Property System database. However, firearm owners whose guns are lost or stolen are not required to do anything. As a result, law enforcement efforts to investigate gun crimes and disarm dangerous criminals are significantly hindered.

The public overwhelmingly supports laws requiring the reporting of lost or stolen firearms. A nationwide poll in 2011 found that 94% of Americans surveyed, including 94% of gun owners, favor laws to require the reporting of lost or stolen firearms.

In California, 2,972 residents died from firearm related injuries in 2009, and 3,545 others were treated for non-fatal gunshot wounds. Of the 1,811 Californians murdered in 2010, 1,257, or 69%, were killed with firearms. READ MORE »

Major Victories in California: Governor Brown Signs Three Crucial Bills to Prevent Gun Violence!

LCPGV applauds California Governor Jerry Brown for signing three important pieces of legislation to help keep communities across California safe from gun violence. Governor Brown signed:

  • AB 809 (Feuer), co-sponsored by LCPGV, which will help law enforcement solve and prevent gun crimes by requiring the California Department of Justice to retain copies of sales records for rifles and shotguns, as it already does for handguns;
  • AB 144 (Portantino), which will prohibit the open carrying of unloaded handguns in public places statewide; and
  • SB 819 (Leno), which will enable the Department of Justice to use firearm sales fees to fund programs to disarm convicted criminals and the mentally ill

The governor’s signing of these three bills is a major victory for public safety in California. LCPGV commends Assemblymember Feuer, Assemblymember Portantino, and Senator Leno for their outstanding leadership on these critical issues, and we are grateful for the tireless efforts of our coalition partners statewide.

California Legislature Adopts Critical LCPGV-Supported Bills

LCPGV is pleased to report overwhelming success in the California Legislature this year, with four important bills now headed to Governor Jerry Brown’s desk. LCPGV co-sponsored bill AB 809 (Feuer) would help law enforcement solve gun crimes and protect public safety by requiring the Department of Justice to retain copies of sales records for rifles and shotguns, as it does now for handgun records.

In addition:

    • AB 144 (Portantino) would prohibit the open carrying of unloaded handguns in public places statewide;
    • SB 819 (Leno) would enable the California Department of Justice to use firearm sales fees to fund programs to disarm convicted criminals and the mentally ill; and
    • SB 427 (De León) would enhance the state’s 2009 handgun ammunition recordkeeping law.
